To get them out you need to place the capstan wheel over a vice etc and then with a press you push them down and they pop out
This may have been a factory option to sync something
I have taken a few off but you end up with very little left to solder on to as part of the metal breaks of so need to solder into the meter to get a purchase on the connection
I always recommend you change the cap
